Leadership & Career Highlights

Dr. Shukla’s career spans district policing, state leadership and central agency roles. His work includes large-scale manpower and budget planning, protective security for national leaders and foreign dignitaries, digitalisation of criminal records and nation-wide IT projects, and prison administration and rehabilitation research.

Selected roles

• Director General of Police — Goa (2021–2022) Led the state police force, policy implementation and public safety initiatives

• Special Commissioner / ADG (Protective Security) — Delhi Police (2017–2021) Responsible for protection of ~1,000 VIPs/VVIPs including President, PM and other top functionaries; planning for Republic Day, airport security, and national events; managed manpower ~20,000 and budgets. Chaired COVID-19 response for Delhi Police

• Joint Director / IGP — National Crime Records Bureau (NCRB) (Mar 2015–Oct 2017)
• Led CCTNS deployment, national crime data systems, publications of crime statistics and digital transformation projects across 14,000 police stations.

• Inspector General (Law & Order) — Arunachal Pradesh; DIG/IG — Puducherry; SP roles in Mizoram & Goa Headed law & order, prisons, intelligence and training functions across multiple cadres, and led community-sensitive policing responses.
